Definition of a "prayer"

Can I suggest this as a new topic from the previous one on 19 day feasts as it has moved on a bit;

I am trying to establish whether Tablets of Baha'ulah P.101 (begins "Praise be unto God, incomparable in majesty power and beauty...." constitutes a "prayer" for the purposes of the 19 day feast, or is it a "writing".
This also begs the question what is the definition of a "prayer".
What makes a prayer and prayer and a writing a writing.
You may feel it doesn't matter, in my experience it makes a great deal of difference to people during the devotional part of feasts, so I'm trying to establish the truth of the situation.
Any guidance would be gratefully received.
