A couple of other letters about the number nine written on behalf of the Guardian, Shoghi Effendi, can be found in "Lights of Divine Guidance, A Baha'i Reference File" compiled by Helen Hornby, page 311 (ref. no. 828 and 829).

Briefly to paraphrase those letters:
"Nine" is considered to a "sign of perfection" and "as sacred" because it is the value of the name "Baha" in the abjad number system once used during the time of the Bab Who employed it in His writings.
The other eference mentions there are nine existing major religions, though others have existed, of which the Baha'i Faith is considered to be the latest, ninth religion. Those religions still existing are listed as:
The religion of the Sabeans, Hindu, Buddhist, Zoroastrian, Jewish, Christianity, Islam, Babi and Baha'i.
