Fasting in the Bayan

According to the Bayan, the Babi Fast was also for 19 days during the month of 'Ala. Baha'u'llah didn't change this, and explained that the shortening of the length (from 30 days for Ramadan) and that timing (never in summer or winter, again unlike Ramadan) were favours from God.

Question: The Baha'is fast from Sunrise to Sunset. Muslims fast from Dawn to Sunset. What was the injunction of the Bayan regarding fasting? Did it start at sunrise or dawn? Did either the Bab or Baha'u'llah explain why they made this change?
