urgently seeking UHJ letter concerning belief in God

Hello and Allah'u'Abha everyone,

I'm looking for a letter from the UHJ relating to a question posed by a believer about whether or not belief in God was requisite to becoming a Baha'i. I believe the UHJ's response was to the negative, with explanation. I'd like to get a hold of that letter if possible. I checked on this site and couldn't find it. Thanks!
