I haven't found any specific letter from Shoghi Effendi which excommunicated his parents, and perhaps he did not write such a letter or send such a cable. All of Shoghi Effendi's brothers and sister were declared Covenant breakers, for marrying Covenant breakers in most cases which presumes perhaps that his parents were in agreement with those marriages. Taherzadeh's book, "The Covenant of Baha'u'llah" does not address the status of his parents, nor does Ruhiyyih Khanum's biography of Shoghi Effendi, "Priceless Pearl". I do not have Taherzadeh's second book on the Covenant, which may have word on this matter.
