Just my thoughts: Perhaps immalgamations, more emphasis on building the quality of our Baha'i communities, instead of concentrating so much on increasing the number of LSA's. Concentrating on LSA building, I believe, has become less important with time. Now we have clusters, and the Institute process to keep us busy and challenged :)

I've noticed, at least in Canada, a big push for immalgamation all over the place, in uniting smaller communities into larger ones. Perhaps it's a global trend?
