This compilation was first compiled by the Research Department of the Universl House of Justice on August 1976 for inclusion with a letter dated 31 August 1976 written by the Universal House of Justice to all National Spiritual Assemblies. It has probably been published in a number of places and forms. Since I don't know exactly which version of the compilation you're using (there are at least two different versions out there, one revised 1990), you could use one of the more common ones. That citation would be (correct the format if need be):

"Baha'i Education," in The Compilation of Compilations vol. 1. Mona Vale, Australia: Baha'i Publications Australia, 1991. Pages 245-314.
