Yes, Hello, I have a Question RE: Baha'i ID cards.

Where, in the Writings, are these ID cards mentioned?

The oldest place I've ever been able to find a reference is in a letter from Shoghi Effendi about, if I recall correctly, suggesting that Baha'is use membership cards if necessary in order to prove affiliation with a "church," and that for the sake of getting conscientious objector status during WWII. This letter was in <i>Lights of Guidance: A Baha'i Reference File</i>. But it's not listed in the (minimal) index of the edition I have. If anyone can find the letter in that book and type it, please do! Or of course any other document answering this question.

I'll delete this post if my answer ends up being wrong.
