thought it was fascinating ... though it appears to me that the majority of the text is addressed to ... the Pope, Napoleon III, the Czar of Russia, Queen Victoria, and the Sháh of Iran ... it still has relevance to individual seekers like myself

just my thoughts here ... but it appears ... perhaps like Baha'u'llah is commanding a Temple ... ... {Temple in my punny mortal mind is like security ... and when Addressing individuals the Voice is like The Counsolor ... thus i tend to think of security council ... Temple ... like ... as you describe ... [The "golden rulers" may establish] ... reminded me of you and this thread

that is ... if you sorta can see what i am thinking of ...

a Divine security council ... the Pope, Napoleon III, the Czar of Russia, Queen Victoria, and the Sháh of Iran ... of course ... not the exact same individuals as the origional recipients ... but eventually ... those that call themselves the Pope, Napoleon III, the Czar of Russia, Queen Victoria, and the Sháh of Iran may eventually sit down together {council} and discuss the Tablet

I always thought of Mt. Carmel as the new Jerusalem. It's always cool to get other perspectives, care to elaborate?

hmmm ... i could be way way way off track ...
but ... none the less ... i will try to eleborate a certain viewpoint

in one perspective the new Jerusalem is everything ...
{literally everything}

that is to say that once Baha'u'llah breathed life unto this planet
everything was created/recreated{?} new again

thus ... when we allow Baha'u'llah {s'} breath upon us
breath of course equating to His Word
our spirits our "reborn" into His World

eventually His Breath , His Word
so penetrates our being that we are literally what He calls
"a new race of man"

*smile* ... a new race of man ... yes ...
what a pleasant yet scarry thought ...

now ... what will this new race of man [strive{live?}] for ?

by/for His Word
a new jerusalem perhaps

{note : the old jerusalem still could exist while a new jersulam is being built}

{the old jerusalem is destroyed and a literal new jerusalem built}
[and/or]
{some combination thereof}

yes ... back to our new race of man and thoughts upon our new jerusalem

this new race of man ... we know ... will see things a lot differently
then they way we see them today ...

the most striking difference will be their{our} identity
which will be a dedication to and celebration of mans unity

via His Writings our Covenant

this unity will allow us to recognize that all is as a "new heaven"
and a "new earth"

this unity will allow us to celebrate our distinctions of Nearness ,
in ways and waves of diversity , that none shall feel the least bit of envy or remourse

this unity will allow us to build our new jerusalem in a place of Nearness to our Lord

and

what better place of [N/n]earness than the place that [H/h]e was born

thus we find the Persia
