Most of the ones online, if not all of them, are at http://bahai-library.com/UHJ-letters and http://bahai-library.com/UHJ-documents . Some have also started appearing at the new site http://universalhouseofjustice.bahai.org/

Hi, I doubt that they've been sent to a Review board, as no mention was made of that. But they sound pretty harmless, plus of course there's no requirement to send online material through Review. :-)

I can't find the quote, but I'm 90% sure I once read that ID cards were originally instituted to allow Baha'is to declare themselves "conscientious objectors" to avoid military service. As far as I've heard, cards have never been made mandatory. Community practice and tradition, of course,...
